Community Services Block Grant (CSBG) Training and Technical Assistance (T/TA) Program: Learning Communities Resource Center (LCRC)

The Office of Community Services (OCS) within the Administration for Children and Families (ACF) announces the availability of a funding opportunity for a cooperative agreement for the Community Services Block Grant (CSBG) Learning Communities Resource Center (LCRC).

Since 2013, the LCRC has served


as the learning hub within the CSBG Network to support the identification, adaptation, and implementation of innovative and evidence-informed services and strategies to achieve results based on individual/family and community-level CSBG National Performance Indicators.

The grantee will work to improve the validity, quality, and quantity of Training and Technical Assistance (T/TA) information and resources available to State CSBG Lead Agencies and CSBG-eligible entities.

The LCRC is designed to share innovative approaches and access proven strategies that emphasize partnerships between CSBG-eligible entities, state and local human services agencies, philanthropic organizations, private employers, faith-based organizations, and other community stakeholders.

This will include convening learning community groups comprised of State CSBG Lead Agencies, CSBG-eligible entities, Regional Performance and Innovation Consortia grantees and other stakeholders to encourage a culture of success, transparency, and partnerships.

The LCRC will align its work with the CSBG Human Capacity and Community Transformation initiatives.

Additional Information of Eligibility:
As prescribed by section 678A(c)(2) of the CSBG Act (42 U.S.C.

9913(c)(2)), eligible applicants are CSBG-eligible entities, or statewide or local organizations or associations, with demonstrated expertise in providing training to individuals and organizations on methods of effectively addressing the needs of low-income families and communities.

Faith-based and community organizations that meet the eligibility requirements are eligible to receive awards under this funding opportunity announcement.

Applications from individuals (including sole proprietorships) and foreign entities are not eligible and will be disqualified from competitive review and from funding under this announcement.
