2017 PHMSA SPST Grant

Under the authority of 49 U.S.C.

Part 5116(i), PHMSA is soliciting applications on a competitive basis to receive grant funds for training instructors to train public-sector hazmat responders.

Instructors trained under this program will have the ability to offer training to a large number


of hazmat responders at locations convenient to students and will use local facilities and resources.

The foundation of the SPST Grants Program is train-the-trainer model.

The intent of the grant is to train hazmat instructors who will then train public-sector hazmat responders.

Properly planned and maintained training programs are essential to ensuring that emergency responders who receive training under the grant will have the ability to protect nearby persons, property, and the environment from the effects of accidents or incidents involving the transportation of hazardous material in accordance with existing regulations or National Fire Protection standards for competence of responders to accidents and incidents involving hazardous materials.

Additional Information of Eligibility:
The SPST grant program is open to national nonprofit fire service organizations for the purpose of training instructors to conduct hazardous materials response training programs for individuals with statutory responsibility to respond to hazardous materials accidents and incidents; and to train individuals with responsibility to respond to accidents and incidents involving hazardous material, as allowed for under part 5116 (i)(6).
