Global Nuclear Security Effectiveness Study

The Department of State'™s Office of Cooperative Threat Reduction (ISN/CTR) is pleased to announce an open competition for assessing the effectiveness of ISN/CTR'™s Partnership for Nuclear Security (PNS) through this Request for Proposals (RFP).

ISN/CTR invites


non-profit/non-governmental organizations and educational institutions to submit proposals that will assess the effectiveness of PNS engagement in Morocco.

PNS seeks to promote a self-sufficient nuclear security culture ingrained in partner countries'™ nuclear technical organizations.

This assessment will focus on PNS'™ work in Morocco, including activities designed to engage academic and government nuclear stakeholders.

This analysis will provide policymakers with solid empirical basis to assess PNS'™ effectiveness, devise new initiatives where needed, and choose among different policy options to meet future programmatic needs.

ISN/CTR has approximately $370,000 available in the current fiscal year to award one cooperative agreement in this field.

While not a decisive factor, to ensure an unbiased assessment of its programming, ISN/CTR prefers proposals submitted by individuals or organizations which are not currently involved in implementing nonproliferation engagement activities on behalf of ISN/CTR.
