Advance Interoperable Health Information Technology Services to Support HIE

This funding opportunity announcement will leverage the investments and lessons learned from the existing Advance Interoperable HIE Program to accelerate the widespread adoption, use, and routing of ADT messages and event and encounter notification services across existing, siloed, and disparate networks.

Recipients will leverage the existing program’s strategically broad coverage area of all ten (10) HHS Regions to collaborate across two (2) or more state jurisdictions for widespread routing of ADT messages to occur.

All recipients are expected to participate in communities of practices, workgroups, and/or other peer learning health collaborations to identify best practices, address challenges in executing program requirements, and support critical building blocks to enable ADT messaging expansion.

Topics may include but are not limited to provider directory, trust framework development, ADT message standardization, and solutions to best offset interface fees and connection costs.

Recipients will partner with ONC to synthesize learnings, solutions, and best practices in a final report to ensure that they are scalable and replicable across the country.

This program will fund efforts to address all of the eligible and non-eligible care settings described in the scope of services section, with particular focus on the widespread routing of ADT messages across existing and operational networks to support non-eligible care providers in rural and underserved areas.

This FOA will be a limited competition to existing recipients under the Advance Interoperable Health Information Technology Services to Support Health Information Exchange program (Advance Interoperable HIE Program).

There will be a total of up to four (4) new awards in the form of cooperative agreements to current recipients who were awarded under funding opportunity number IX-IX-15-001
