The United States Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), intends to award a cooperative agreement of up to $8,000,000 to the International Labor Organization (ILO) to implement a technical assistance project to support the prevention and reduction of child labor in Vietnam, in collaboration with the Government of Vietnam.

Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity; and DLMS 2-836(G)(6B):
It is necessary to fund a recipient that has an established relationship with the agency in order to maintain a capability for investigative, technical, economic, or sociological research.
