Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to provide funding to an existing cooperative agreement

credit:


with the International Labor Organization (ILO) without full and open competition, to extend the implementation of the program and its funding capacity.

DLMS 2-836 G.1:
A non-competitive award is authorized or required by the statute funding the program; and DLMS 2-836 G.3:
Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity to be funded.
