Notification of project approval and grant signing expected by July 23rd, 2012Executive Summary:The Bureau of Oceans and International Environmental, and Scientific Affairs (OES) at the U. S. Department of State (DOS) requests applications from non-profits, non-governmental organizations, educational institutions, and public international organizations for grants to support the management of a workshop series on multi-purpose infrastructure.

DOS is interested in efforts to catalyze a global dialogue on multi-purpose infrastructure and surrounding natural infrastructure at the nexus of water, food and energy, for the purpose of supporting developing countries.

DOS is seeking to enter into a Cooperative Agreement with one, or a consortium of several non-profits, non-governmental organizations, or international organizations to establish and implement the Nexus Dialogue on Dams and Water Infrastructure Optimization.

The Cooperative Agreement will support the creation of a platform to identify, analyze and disseminate best practices related to dams and water infrastructure and the surrounding environment.

Additional consideration will be given to programs that provide incentives for country buy-in for improved infrastructure operation and system optimization.

Leveraging existing knowledge, expertise, and initiatives across multiple sectors will be a critical component of this Cooperative Agreement.

DOS will give full consideration to other innovative partnerships.

Eligibility is limited to non-profit/nongovernmental organizations subject to section 501(c)(3) of the U. S. tax code, or similar entities, foreign non-profit organizations, educational institutions, and public international organizations.

Applicants must have technical expertise in multipurpose dams and/or riverine ecology, the hydropower, water and/or energy sectors and experience in creating partnerships.

The cooperative agreement funding is not to exceed the total amount of $ 297,000 in FY 2011 Economic Support Funds.

As appropriate and with OES approval, the winning grantee(s) also may use funding to pay for attendees to attend relevant activities and workshops.A grant for up to $297,000 U. S. Dollars (USD) in FY 2011 Economic Support Funds (ESF) will be awarded for work that meets the announced criteria.

The initial period of performance will be for 2 (two) years.

Funding authority rests in the Foreign Assistance Act of 1961, as amended.
