by the American Recovery and Reinvestment Act of 2009 (“Recovery Act”).

Pursuant to the Protect Our Children Act of 2008 (Public Law 110-401, hereafter, “the Act”), the Office of Juvenile Justice and Delinquency Prevention (OJJDP) seeks to award funding for the construction, maintenance, and housing of a National Internet Crimes Against Children Data System (NIDS) and related tasks, including providing for training and technical assistance to the Internet Crimes Against Children Task Forces and their federal law enforcement partners on the use of the system.

The purpose of the NIDS is to provide a secure, dynamic undercover infrastructure to facilitate online law enforcement investigations of child exploitation; to promote data deconfliction and information sharing among OJJDP’s Internet Crimes Against Children (ICAC) Task Force Program ICAC-affiliated federal, State, and local law enforcement agencies (which, by preventing duplication of efforts, will conserve State and local resources); and to enhance the capacity of OJJDP to collect and aggregate data on the extent of the problems of child exploitation.

This program furthers the purpose of the Recovery Act by helping state and local law enforcement agencies budget investigation and prosecution dollars efficiently and conserve funds facilitating inter-jurisdictional communication and data sharing so as to more efficiently manage child exploitation units, prevent crime, and hold offenders accountable.
