Administration of English Language and Computer Learning Centers

The Public Affairs Section (PAS) of the U. S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for assistance awards through this Notice of Funding Opportunity (NOFO).

PAS Kabul invites all eligible organizations to submit a proposal for the administration of the English


Language and Computer Learning Centers (ELCLCs) located at eight public university locations across Afghanistan.

PAS intends to issue a cooperative agreement for a period of 36 months (base period) to administer eight (8) university-based ELCLCs, with options for two additional 12 month periods (option years one and two).

The period of this award is estimated to be from/about August 1, 2015 to/about July 31, 201 8. The budget available for this program will cover materials, hardware, furnishings, renovation costs, books, personnel, utilities, and all operating expenses.

Additional Information of Eligibility:
Eligibility is open to Afghan non-profit, non-governmental organizations.

Organizations may sub-contract with other entities, but only one, non-profit, non-governmental entity can be the prime recipient of the award.

For profit entitles are not eligible to be the prime recipient of an award under this NOFO.

When sub-contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.

Per Section D, applicants must submit proof of their non-profit status with their proposal submission (e.g.

proof of 501(c)(3) status, Afghan NGO license).

Applications that do not include proof of non-profit status will not be considered.

Individuals are not eligible for an award under this NOFO.
