Leadership and English Advancement Program (LEAP)

The Public Affairs Section (PAS) of the U. S. Embassy in Kabul, Afghanistan is pleased to announce an open competition for eligible organizations to submit applications to carry out a program to organize camps for Afghan youths.

PAS will

support six camps designed to teach English language and personal development skills to a diverse audience of Afghan youth.

Camps should take place outside Afghanistan but within the region, be three weeks in length, and be as gender-balanced as possible.

One of the six camps must be exclusively for girls so as to ensure diversity and allow a greater overall representation of young women.

PAS intends to issue an award for a period of 36 months.

Each year the recipient will be expected to hold two camps, with a minimum of 50 participants in each camp.

Eligibility is open to all types of applicants except for individuals.

Please refer to Section D for funding restrictions.

Organizations may sub-award/contract with other entities, but only one entity may be the prime recipient of the award.

When sub-awarding/contracting with other entities, the responsibilities of each entity must be clearly defined in the proposal.
