Short-term Professional Study Tour Program

The Office of Press and Public Diplomacy of the Bureau of South and Central Asian Affairs (SCA) of the U. S. Department of State announces an open competition for a cooperative agreement to administer the Short-term Professional Study Tour Program (SPST).

This program seeks to build mutual understanding


between the United States and other countries in South and Central Asia through carefully designed short-term visits to the United States for current and emerging foreign leaders.

The countries of South and Central Asia are:
Afghanistan, Bangladesh, Bhutan, India, Kazakhstan, Kyrgyz Republic, Maldives, Nepal, Pakistan, Sri Lanka, Tajikistan, Turkmenistan, and Uzbekistan.

This program reflects and supports the foreign policy goals of the United States.

Eligibility for U. S. institutions is limited to not-for-profit organizations subject to 501 (c) (3) of the tax code.

- Lead institution must be a designated sponsor authorized to issue the Certificate of Eligibility for Exchange Visitor (J-1).

- The lead institution must be registered in the System for Award Management SAM located at www.sam.gov prior to submitting an application or plan; and maintain an active SAM registration with current information at all times during which it has an active Federal award or an application or plan under consideration by an agency.
