Funding Opportunity DescriptionThe U. S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), announces the availability of funds to be awarded by Cooperative Agreement (hereinafter referred to as “grant” or “Cooperative Agreement”) to one qualifying organization


to support job placement of PWDs in the Costa Rican labor market through three objectives; increased employer awareness about the benefits of hiring PWDs, increased access to job training and computer adaptive technology for PWDs, and increased capacity of local organizations to provide case management of PWD training and job placement.

Cooperative Agreements awarded under this initiative will be managed by ILAB’s Office of Trade and Labor Affairs.

The duration of the project funded by this solicitation is two to three years.

The start date of program activities will be negotiated upon award of the Cooperative Agreement, but will be no later than September 30, 200 8.

Eligibility Information A.

Eligible Applicants Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) with experience effectively implementing projects in the relevant technical field(s) and working with foreign national government ministries, regional and local government entities, employers and employer organizations, workers and labor organizations, and non-governmental and community-based organizations is eligible for this grant.

Neutral, non-religious criteria that neither favor nor disfavor religion will be employed in the selection of Cooperative Agreement recipients.

Applications from foreign government and quasi-government agencies will not be considered.

An applicant must demonstrate a country presence, independently or through a relationship with another organization(s) with country presence, which gives it the ability to initiate program activities upon award of the Cooperative Agreement.

In accordance with 29 CFR Part 98, entities that are debarred or suspended from receiving federal contracts or grants shall be excluded from federal financial assistance and are ineligible to receive funding under this solicitation.
