Promotion of Labor Rights and Employment in Pakistan

The U. S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), announces the availability of USD $ 1. 6 million to be awarded by Cooperative Agreement to one or more qualifying organizations to implement a demonstration project that provides worker rights, vocational, and entrepreneurial


training to unemployed Pakistanis living in the Federally Administered Tribal Areas (FATA), the Northwest Frontier Province (NWFP), and Baluchistan.

The three-year project will serve unemployed participants facing significant barriers to employment.

Because this group also generally lacks experience working in the formal sector, they may not be aware of the rights to which they are entitled under federal and provincial laws.

Therefore, participants provided with vocational training will also receive integrated worker rights training in order to ensure that they are able to fully benefit from their new skills and professions.

Similarly, new entrepreneurs may become employers for the first time and will also receive worker rights training to understand their responsibilities as employers.ILAB is authorized to award and administer this program by the Department of Labor Appropriations Act, 2009, P.

The Cooperative Agreement awarded under this initiative will be managed by ILAB’s Office of Trade and Labor Affairs.

Additional Information of Eligibility:
Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) capable of successfully identifying the appropriate needs to be addressed and developing and implementing worker rights and entrepreneurial and vocational training to serve the target population in the target country is eligible to apply.

Applications from foreign governments and entities that are agencies of, or operated by or for, a foreign state or government will not be considered.

Applications from organizations designated by the U. S. Government to be associated with terrorism or that have been debarred or suspended will not be considered.

Applicants are not permitted to charge a fee (make a profit) associated with a project funded by USDOL under this award.

Applicants must demonstrate regional and/or country presence, independently or through a relationship with another organization(s), which gives them the ability to initiate program activities in the project country upon award of the Cooperative Agreement.

In accordance with 29 Code of Federal Regulations (CFR) Part 98, entities that are debarred or suspended from receiving federal contracts or grants are excluded from Federal financial assistance and are ineligible to receive funding under this solicitation.
