Department of Defense Research and Education Program for Historically Black Colleges and Universities and Minority-Serving Institutions (HBCU/MI)

The DEVCOM ARL invites applications from covered educational institutions that meet the 10 U.S.C.

§ 4144 objective to enhance defense-related research and education.

The statutory objective shall be accomplished through initiatives designed to:• enhance the research and educational


capabilities in areas of importance to national defense;• increase the number of graduates STEM disciplines; and• encourage research and educational collaborations between such institutions and other institutions of higher education, Government defense organizations, and the defense industry.

Additional Information of Eligibility:
As provided in 10 U.S.C.

§ 4144, eligibility for this competition is open only to “covered educational institutions,” which are defined as: a.

institutions of higher education eligible for assistance under Title III or Title V of the Higher Education Act of 1965 (20 U.S.C.

1051 et seq.); or b.

accredited post-secondary minority institutions.

Eligible applicants include community colleges or other two-year degree granting institutions meeting the definition of a “covered educational institution.”
