to be funded by the U. S. Army Corps of Engineers, Fort Worth District, which provides professional and technical support for its Water Resource Branch in order to facilitate successful implementation of a University Cooperative Agreement for Water Resources Review and Research project.

Approximately $50,000 is expected to be available for the base tasks.

Option tasks will be requested however are subject to availability of funds.

The Period of Performance is 12 months from date of award with four 1-year option periods.

Background:
The purpose of this effort using a Cooperative Agreement is to review work done by the USACE Fort Worth District Water Resources Branch and to also develop and research studies as requested by the Water Resources Branch.

The Water Resources Branch will serve in a management and technical role by working with the partner to identify the most qualified academic personnel to work on the various engineering and scientific objectives outlined.

USACE will also perform quality assurance reviews of annual reports developed for the Cooperative agreement.

Type of Award:
The government anticipates it will provide substantial involvement through the life of the project.

The exact nature of the government’s involvement will be defined in the statement of objectives, issued with a request for full proposal, after review of the statements of interest.

As a result, it is anticipated that a cooperative agreement will be awarded.

Brief Description of Anticipated Work:
This research focuses on the review of Water Resources models and reports and developing Water Resources studies.

Specific objectives and project deliverables include:
(i) Technical review and analysis of hydraulic and hydrologic modeling and reports.

(ii) Software scripting to work with USACE-HEC software.

(iii) Developing Measurable Watershed Characteristics at all current (570) USGS Streamflow gages in Texas utilizing HEC-GeoHMS.

(iv) Performing a loss rate study of the initial and constant loss rates that have been observed to occur during rare or extreme precipitation events in Texas.

(v) Developing Regional Regression Equations for the 1% ACE flow (100-yr) for Trinity and Guadalupe River Basins (Approximately 100 locations) utilizing Results from Calibrated HEC-HMS model.

(vi) Performing a study to verify and/or update the USACE Fort Worth District urban equations for estimating Snyder's lag time and peaking coefficients based on observed gage data, soil type, land use, and modern storm water management practices.

Period of Performance.

The project’s base Period of Performance will be 12 months.

There will be four 12-month option periods in this cooperative agreement.

Note:
A full study proposal and proposed budget are NOT requested at this time.

Review of Statements Received:
All statements of interest received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives.

Based on a review of the Statements of Interest received, a university will be invited to prepare a full study proposal.

Statements will be evaluated based on the university’s personnel specific experience and capabilities in areas related to the study requirements.
