Additional funding may be available for additional periods in subsequent fiscal years to the successful Recipient/Awardee.Background:Cooperator will be providing technical support to conduct climate change analyses including climate change risks, vulnerabilities, and adaptation strategies using authoritative region-specific climate science, climate projections, and existing tools to ensure climate change analyses are accomplished for installations with INRMPs in accordance with Sikes Act, DoD Directive 471 5. 21; DoDM 471 5. 03, Enclosure 8; and OPNAV M-509 0. 1, 25 June 2021, section 12- 3. 3, 202 1. The current needs are for Installations within the Hawaiian Islands, Mariana Islands, and the Southeast United States and other areas will be specified in follow on option years dependent on needs associated with regional regulations, project conditions, and available funding.NOTE:
Must be a non-federal partner in the Cooperative Ecosystem Studies Units (CESU) Program to be qualified to be considered.

In accordance with the 10 USC 670c-1, Sikes Act, projects for the implementation and enforcement of integrated natural resources management plans, priority shall be given to Federal and State agencies having responsibility for theconservation or management of fish or wildlife.Brief Description of Anticipated Work:This research focuses on the following objectives:“See Attached Statement of Objectives”NOTE:
At this time we are only requesting that you demonstrate available qualifications and skills for performing similar or same type of work.

You will be evaluated for request for a proposal based on skills and qualifications demonstrated in your SOI.Period of Performance.

The base year of agreement will extend 12 months from date of award.

There will be four 12 month option years based on availability of funding.Note:
A full study proposal and proposed budget are NOT requested at this time.Review of Statements Received:
All statements of interest received will be evaluated by a board comprised of one or more people at the receiving installation or activity, who will determine which statement(s) best meet the program objectives.

Based on a review of the Statements of Interest received, an investigator or investigators will be invited to prepare a full study proposal.
