The Bureau of Justice AssistanceÂ’s (BJA) Justice and Mental Health Collaboration State-Based Capacity Building Program (CBP) supports BJAÂ’s Justice and Mental Health Collaboration Program (JMHCP) by seeking a provider(s) to deliver resources and services to unfunded, eligible JMHCP applicants.
This program is funded through the Mentally Ill Offender Treatment and Crime Reduction Act of 2004 (MIOTCRA) (Pub.

Applicants are limited to for-profit (commercial) organizations, nonprofit organizations, faith-based and community organizations, and institutions of higher learning (including tribal institutions of higher education).
For-profit organizations must agree to forgo any profit or management fee.
