With this solicitation, the Bureau of Justice Assistance (BJA) seeks to fund proposals for competitive funding under the Paul Coverdell Forensic Science Improvement Grants Program - Competitive (Coverdell Competitive Program), which awards grants to states and units of local government to help improve forensic science and medical examiner/coroner services.

Under the Coverdell Competitive Program, state administering agencies (SAAs) may apply for both formula and competitive funds.

Units of local government may apply for competitive funds.

This solicitation is ONLY for competitive funds.

An applicant seeking to apply for Coverdell formula funds (consistent with 34 U.S.C.

§ 10563(a)(1)) available for grants to eligible states would need to apply separately under BJA’s FY 2023 Paul Coverdell Forensic Science Improvement Grants Program (Formula) solicitation.
