Further the Education Goals of the University of Alaska, Department of Alaska Native and Rural Development and the National Park Service Through the Sponsorship of a Student Annual Spring Seminar and Recruitment Program

This Funding Announcement is not a request for proposals.

This announcement is to provide public notice of the National Park Service (NPS), intention to fund the following project without full and open competition with with University of Alaska Fairbanks, College of Rural and Community Development.



The project intended award estimate is $35,000 for the period of April 15, 2013 to September 30, 201 3. This notice supports the follow-on continuation cooperative agreement to H9922101002-P10AC00004 to identify program updated information and 2013 funding period.

NPS did not solicit full and open competition for this award based on the following criteria:
Continuation.

The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity.

This agreement between the U. S. Department of Interior, National Park Service and University of Alaska Fairbanks is entered into under the authority of 16 U.S.C.

1g , and the Alaska National Interest Lands Conservation Act (ANILCA), 16 U.S.C.

Section 311 9. The objective of this cooperative agreement is to support and stimulate work and /or education and training opportunities for young adults through collaborative participation in seminars and exposure to the NPS mission and recruitment efforts.

The purpose is to provide college students from diverse backgrounds with an introduction to the National Park Service and the various employment opportunities within the service.

The program will begin to build a pathway designed to lead students to a career with the NPS and/or will assist in creating the next generation of conservation stewards.

While including college students in the program, we are ensuring that we provide for the necessary training, career development and education of young people with a keen interest in the National Park Service.

The 2013 week-long intensive Rural Development Leadership Seminar entitled,History and Cultural Identity on the Kenai Peninsula, is to be held in Seward, Alaska from April 15, 2013 through April 19, 201 3. The National Park Service involvement is to provide a suitable classroom for the University of Alaska Fairbanks seminar in Seward, Alaska at the Kenai Fjords National Historical Park, Assist in consultations with the Cooperator and in the planning and development of the annual seminar, Provide National Park Service staff professionals, when available, to serve on intermittently as guest instructors, and classes of the Department of Alaska Native and Rural Development, Assign the Team Manager, Cultural Resources as an Agreements Technical Representative (ATR) for the administration of this cooperative agreement, and discuss and promote NPS cultural resources career paths and opportunities.
