Grants and Scholarships Favor the Wealthy

According to reports, state grants and scholarship programs given to college students usually go to those who are already wealthy.


Brown Center on Education Policy at the Brookings Institution suggests that grant programs should focus resources on students whose chance of enrolling and succeeding in college will be most improved by the receipt of state support.
