Uses and Use Restrictions
Technical expertise to assist local and State governments to assess the impact of a Defense action, evaluate specific needs, identify opportunities for community recovery, recognize resource requirements for possible financial assistance, and prepare strategies and action plans.
Special projects may have uses and restrictions as otherwise authorized.
Eligibility Requirements
Applicant Eligibility
Applicants for this assistance are to contact the Office of Economic Adjustment to have a Project Manager assigned who, in turn, will assist the applicant to determine eligibility for assistance under this program.
Unless otherwise authorized, States, cities, counties, other political subdivisions of a State, special purpose units of a state or local government, and tribal nations are eligible for this assistance if there is a proposed or actual establishment, realignment, or closure of a military installation.
In the case of the establishment or expansion of a military installation, assistance may be made only if community impact assistance is not otherwise available.
Beneficiary Eligibility
Unless otherwise authorized, states and communities, including workers, businesses and other community interests that may be affected by Department of Defense activity.
Credentials/Documentation
Applicants may be required to provide documentation consistent with the authority under which the assistance is being sought. OMB Circular No. A-87 applies to this program.

An application (SF 424, budget, program or project narrative and assurances) must be submitted that outlines the implementation of the project and expenditure of funds. Applications and supporting documentation must be submitted to the Director, Office of Economic Adjustment, Department of Defense. Applicants will generally be invited to submit their requests for assistance electronically. In instances where, for whatever reason, an electronic application cannot be submitted, provisions will be made to accept a paper application addressed to: Director, Office of Economic Adjustment, Department of Defense, 400 Army Navy Drive, Suite 200, Arlington, VA 22202-4704.

Audits
In accordance with the provisions of OMB Circular No. A-133 (Revised, June 27, 2003), "Audits of States, Local Governments, and Non-Profit Organizations," nonfederal entities that expend financial assistance of $500,000 or more in Federal awards will have a single or a program-specific audit conducted for that year. Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133.
