Assistance Considerations
Formula and Matching Requirements
This program has no statutory formula.
Matching Requirements: Percent: 10.%. Title 51, Subtitle V, Chapter 511, Section 51102 (b) requires that private industry contribute at least 10% of the total project cost, and limits the maximum grant amount to not more than 50% of the total project cost.
MOE requirements are not applicable to this program.
Length and Time Phasing of Assistance
All grant funds must be obligated within three fiscal years. Grant funds must be expended within five fiscal years. See the following for information on how assistance is awarded/released: Grant funds are paid on a reimbursable basis. Grantees must submit a request for reimbursement, showing that all allowable expenses have been paid, prior to receiving reimbursement under the grant.

Reports
Quarterly progress reports showing both financial status and project accomplishments are required.
No cash reports are required.
Quarterly reports, showing expenditures, requests for reimbursement, and project progress, are required.
An SF -425 must accompany each quarterly report or request for reimbursement.
Supporting documents such as invoices, paid invoices, or cancelled checks, are required.

Getting Out and Staying Out, co-founded by Tony Smith of the VSA Consulting Group, works to reduce recidivism rate among men at Rikers Island, New York City. The recidivism rate significantly dropped from 60-plus percent to under 20 percent, with more than a thousand men over a span of eight years.
