Application Procedures
OMB Circular No. A-102 applies to this program. This program is excluded from coverage under OMB Circular No. A-110. The applicant may work in collaboration with institutions of higher education, other research institutions or other organizations. An application from a consortium of SEAs must designate one SEA as the fiscal agent. The designated SEA submits the application. The application package includes instructions and guidance on submitting an applications as well as a list of required documents and forms.

Nonfederal entities that expend less than $500,000 a year in Federal awards are exempt from Federal audit requirements for that year, except as noted in Circular No. A-133. Any additional audit requirements will be included in grant award documents.
