The United States Agency for International Development (USAID) through its Mission in Iraq (USAID/Iraq) seeks applications from eligible applicants to implement the Iraq Civil Society Activity.
USAID intends to make a single award to the responsible applicant whose application best meets the objectives
of this Notice of Funding Opportunity (NOFO) based on the merit review criteria described herein and subject to a risk assessment.

While one award is anticipated as a result of this NOFO, USAID reserves the right to fund any or none of the applications submitted.
Subject to funds availability, the anticipated funding for the Iraq Civil Society Activity is $25 million over a five-year period, including a minimum of $5 million for a subgrants component and $5 million for a Rapid Response component.
Final authority for assistance awards resides with the USAID/Iraq Agreement Officer.
For the purposes of this NOFO the term "Grant" is synonymous with "Cooperative Agreement"; "Grantee" is synonymous with "Recipient"; and "Grant Officer" is synonymous with "Agreement Officer".
To be eligible for award, the applicant must provide all information as required in this NOFO and meet eligibility standards in Section C of this NOFO.
