Eligible applicants are limited to members of the Council, or their administrative agents.
Council members are: ● The governors of the Gulf Coast States of Alabama, Florida, Louisiana, Mississippi, and Texas; and ● The Secretaries of the Departments of Agriculture, the Army, Commerce, Homeland Security and the Interior; and Administrator of the Environmental Protection Agency.
