To support research projects that will produce policy-relevant new knowledge about the implementation and results of HUD’s Rental Assistance Demonstration (RAD), which allows proven financing tools to be applied to at-risk public and other HUD-assisted rental housing.

Nonprofit organizations, for-profit organizations located in the U.S (HUD will not pay fee or profit for the work conducted under this NOFA), foundations, think tanks, consortia, institutions of higher education accredited by a national or regional accrediting agency recognized by the U. S. Department of Education and other entities that will sponsor a researcher, expert or analyst.

HUD will not directly fund individual researchers.

Getting Out and Staying Out, co-founded by Tony Smith of the VSA Consulting Group, works to reduce recidivism rate among men at Rikers Island, New York City. The recidivism rate significantly dropped from 60-plus percent to under 20 percent, with more than a thousand men over a span of  eight years.
