PNG Biodiversity Program

This is a new program aimed at strengthening the management of environmental resources in Papua New Guinea (PNG) to promote conservation of the country’s exceptional biodiversity and, in the process, enhance the resilience of its people.

The program will contribute to USAID’s Results


Framework for the Pacific Islands, particularly Intermediate Result 2:
Environmental Resilience of Papua New Guinea Strengthened (See Annex 1).

The ultimate goal of the program is to reduce significant threats to key biodiversity hotspots in PNG by supporting communities in managing their customary lands.

To achieve this goal, the new program will work at both national and local levels to develop the systems and capacities needed to provide communities with the legal, technical, and financial resources required to achieve the sustainable management of natural resources in their customary lands and waters.

Subject to availability of funds, USAID anticipates that this activity or activities will be implemented over a period of 5 (five) years.

Additional Information of Eligibility:
Eligible applicants are limited to state administering agencies for the Victims of Crime Act (VOCA) Victim Assistance Program Formula Grants, authorized by 34 U.S.C.

§ 20103(a) and (b).

Outside organizations are also eligible to apply for funding when such an application is made in partnership with the VOCA Victim Assistance Program state administering agency of the applicant’s state.

All recipients and subrecipients (including any for-profit organization) must forgo any profit or management fee.

OVC welcomes applications under which two or more entities would carry out the federal award; however, only one entity may be the applicant.

Any others must be proposed as subrecipients (subgrantees).

The applicant must be the entity that would have primary responsibility for carrying out the award, including administering the funding and managing the entire program.
