Cultural Programming in Herat Province

The Public Affairs Section (PAS) of the U. S. Embassy in Kabul, Afghanistan invites all eligible organizations (see Section IV for Eligibility Requirements) to submit a proposal for a Cooperative Agreement to design, organize and implement cultural programming in Herat City and other parts of Herat Province


over the course of one year, in close cooperation with the U. S. Consulate in Herat.

The programs will engage the general public and important target audiences by addressing a series of issues that are priorities for the United States government (USG) and the Government of the Islamic Republic of Afghanistan (GIROA).

A successful proposal will address all the requirements outlined in this Request for Grant Proposals (RFGP), demonstrate the organization’s professional experience in conducting similar projects in Herat Province, and the ability to meet the goals and objectives outlined in the RFGP.

Additional Information of Eligibility:
Eligibility is open to all U.S., Afghan, and international organizations with direct experience in conducting cultural and educational programs, and a proven track record of success implementing projects in Herat Province, Afghanistan.

For-profit entities are not eligible for this opportunity.

Organizations must demonstrate current country registration license (when applicable), competent programmatic ability and be able to meet reporting requirements.

Non-Afghan organizations or companies are required to partner with an Afghan organization or company.
