Strengthening Labor Compliance in Central America and the Dominican Republic

The U. S. Department of Labor (USDOL), Bureau of International Labor Affairs (ILAB), announces the availability of US $ 8. 9 million to be awarded by Cooperative Agreement (hereinafter referred to as ?grant? or ?Cooperative Agreement?) to one qualifying organization to strengthen the enforcement capabilities


of Ministries of Labor (MOLs) in Central America and the Dominican Republic so as to improve compliance with national labor laws.

This project is funded from the Revised Continuing Appropriations Resolution 2007, Pub L.

110-05, 121 Stat 8 (2007), provided by the U. S. Department of State.

The Cooperative Agreement awarded under this initiative will be managed by ILAB?s Office of Trade and Labor Affairs.

The duration of the project funded by this solicitation is four to five years.

The start date of program activities will be negotiated upon award of the Cooperative Agreement, but will be no later than September 30, 200 8. An initial amount of US $ 4. 2 million is available immediately and ILAB anticipates additional funding of US $ 4. 7 million, subject to the availability of funds.

Applicants should account for the entire US $ 8. 9 million in their budget and proposal.

Additional Information of Eligibility:
Any commercial, international, educational, or non-profit organization(s), including any faith-based, community-based, or public international organization(s) with experience effectively implementing projects in the relevant technical field(s) and working with foreign national government ministries is eligible for this grant.

Neutral, non-religious criteria that neither favor nor disfavor religion will be employed in the selection of Cooperative Agreement recipients.

Applications from foreign government and quasi-government agencies will not be considered.

An Applicant must demonstrate regional and/or country presence, independently or through a relationship with another organization(s), which gives it the ability to initiate program activities in all CAFTA-DR countries upon award of the Cooperative Agreement.

In accordance with 29 CFR Part 98, entities that are debarred or suspended from receiving federal contracts or grants are excluded from Federal financial assistance and are ineligible to receive funding under this solicitation.
