Socially Disadvantaged Farmers and Ranchers Policy Research Center

The Agriculture Act of 2014, Title XI, Subtitle B, authorized funding for a "Socially Disadvantaged Farmers and Ranchers Policy Research Center.

The Secretary shall award a grant to a college or university eligible to receive funds under the Act of August 30, 1890 (7 U.S.C.

321 et seq.),
including Tuskegee University, to establish a policy research center to be known as the `Socially Disadvantaged Farmers and Ranchers Policy Research Center" for the purpose of developing policy recommendations for the protection and promotion of the interests of socially disadvantaged farmers and ranchers."

The Center will evaluate policy, analyze data collected, and develop policy recommendations concerning socially disadvantaged farmer and rancher issues.

The Center will serve as a public awareness center that will provide education to the public about the history and condition of socially disadvantaged farmers and ranchers.

Award Procedures

The OAO will use a point system to rate each proposal, awarding a maximum of 100 points. Each proposal will be given a numerical score by the independent review panel, and will be rank-ordered accordingly. A preliminary funding recommendation will be provided to the designated approving official based on this ranking. A final funding decision will be made by the designated approving official.
